Brussels, Amsterdam,Copenhagen, Paris, Hamburg, Madrid. It can be in the suburbs, doesn’t have to be downtown. Also needs enough room for three people to sleep, not necessarily three bedrooms.

I can not say for the other cities, (although I think they also have a like situation) but in Amsterdam you need to be listed if many years before you can get a ‘cheap’ apartment.
If you are lucky enough to get an apartment for the same price as someone who has been waiting for 10 years, (sometimes even more,) expect to pay anything between € 300 and € 800. The price depends on the age, amenities and location of the apartment.
If you have to rent on the ‘free’ market, expect € 900 to € 1200 if you are lucky, more expensive is easier to find.
Here are some links to search sites, some in Dutch, plaats = town, huurprijs = rent, kamers = rooms:
Spending more is not hard, here is a site for those with a lot of money:
And in again for Amsterdam, but likely for any town on your list, suburbs are not much cheaper, you need to be several hours travel distance before you come to the places where the cheaper houses have no waiting lists. And to find those houses you need a contact in the town, as distance alone is not enough.
